BACKGROUND

Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 100 National Chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

Common to our National Chapters is the implementation of anti-corruption advocacy interventions that aim at enabling political and behaviour change. This work is often fast-paced, opportunistic and, in many contexts, risky. In addition, the nature of our work makes it challenging to assess its impact. Advocacy takes time and is complex. Not only does this make data collection challenging, but it also makes it difficult to attribute impact. Thus, monitoring and learning of our work is a challenge and NCs often lack the time, the structures and the skills to do so. Through the provision of tailored support to NCs, the Transparency International Secretariat (TI-S) aims to address this capacity gap.

OBJECTIVES

As an alternative to instructor-led face-to-face trainings for capacity development in MEL sector, Transparency International Secretariat in Berlin is planning to develop and launch an e-learning course with the aim to develop the MEL capacities of the TI Movement.

Presently, TI-S is seeking a consultant or a consortium of consultants to:

1) Conceptualize and structure the e-learning course using existing TI MEL content resources (the form).

2) Devise and implement the right pedagogical mix (the approach).

EXPECTED DELIVERABLES

In close cooperation with the TI-S MEL Unit, the consultant or team of consultants is expected to create 2-3 online training modules.

This includes:

• The overall conceptualisation of the content, resulting in a script development for each module
• Design and implementation of the right mix of different learning and teaching strategies to achieve learning objectives
• Identification, procurement (if necessary) and/ or production and curation of mixed-media materials
• Drafting of related learning materials and guiding documents
• Translation, editing and quality control of language
• Overall coordination of the assignment and involved external stakeholders

The online training modules should respond to the most relevant MEL capacity needs of National Chapters and TI-S advocacy and programme teams (including topics like Theory of Change, monitoring, evaluation, and reporting for advocacy projects/ programmes as well as monitoring through the TI Impact Matrix) allowing self-directed learning. The multi-lingual online modules (English, French, Spanish) will be made available to the National Chapters via NeoLMS platform.

All didactic materials are to be submitted in English, French, and Spanish, in electronic form, in accordance with the deadlines stipulated above. The consultant/ team of consultants is responsible for translation, editing and quality control of language. The TI Secretariat retains the sole rights with respect to all distribution, dissemination and publication of the deliverables.

WORKING AND REPORTING ARRANGEMENTS

The consultant / team of consultants is expected to work very closely with the TI-S MEL Unit. There will be check-in meetings throughout the process. TI-S will ensure the organisation of logistics associated with this review.

REQUIRED COMPETENCIES & QUALIFICATIONS

• University degree in social science/ political science methods, strategic management, evaluation or related field from a reputed institution, or equivalent experience.
• Proven technical and pedagogical expertise and experience of at least 5 years in designing, developing, and implementing online-learning modules.
• Basic knowledge and proven training experience in monitoring, evaluation and learning, ideally with focus on not-for-profit sector, preferably on anti-corruption or governance issues.
• Thorough understanding of learning methodologies and their practical application.
• Excellent command of English to a native speaker’s level. Knowledge of French and Spanish is highly desirable.
• Good presentation and communication capacities with high attention to detail.
• Previous experience in successfully conducting similar assignments
• Innovative, open-minded, culturally sensitive personality

REMUNERATION AND COSTS

The Consultants should provide their estimated total fee as a lump sum or as standard daily or hourly rates, before any VAT or other charges.

ELIGIBLE COSTS

• Travel costs & accommodation subject to the guidelines below (inception meeting – subject to discussion)
• Consultancy fee (based on the daily rates & number of days worked)
• Other Direct Costs, such as: Graphic design; Video production, editing; Translation, editing.
• Miscellaneous (subject to approval of the submitted budget)

Guidelines for handling overhead and travel expenses

Overhead

Regular overhead expenses associated with the Consultants maintaining their place of business, such as rent, telephone, utilities or stationary, are included in the Consultant’s professional fee, except where explicitly agreed otherwise in the contract.

Travel

Travel and accommodation expenses will as far as possible, and where applicable, be recovered from the institutions and companies hosting events or using the outputs provided by the Consultant.

Where such cost recovery is not possible, all travel is subject to prior approval by TI-S staff responsible for the financial management of the Project or TI Budget Line that will support the costs of travel. TI shall not issue travel advances to the Consultants. For accommodation or travel by air, rail or coach, they will instead have to contact TI-S that will make travel arrangements on the Consultant’s behalf.

All travel booked by TI-S will include travel health and accident insurance with worldwide coverage and Economy class only; accommodation will aim to achieve best value for money up to a 4-star category.

Consultants shall be entitled to invoice TI-S only for local transportation and visa cost (if applicable).

Subsistence allowance (per diems) and expenses for individual meals cannot be claimed. These are part of Consultant’s business expenses.
