1. The Government of the Kingdom of Eswatini has receivedfinancing from the World Bank toward the cost of the Eswatini Water Supply and Sanitation Access Project and intends to apply part of the proceeds toward payments under the contract for Supply and Delivery of monitoring and integrated early warning / public weather production and dissemination equipment for Improving Eswatini’s Drought Preparedness and Resilience.

2. The Eswatini Water Services Corporation (the implementing Agency) now invites sealed Bids from eligible Bidders for the Supply and Delivery of Integrated Early Warning System / Public Weather Production and Dissemination and Monitoring Equipment for Improving Eswatini’s Drought Preparedness and Resilience. This equipment is inclusive of:

• Supply, delivery, installation and commissioning of an integrated early warning system / public weather production and information dissemination system.
• Supply and delivery of professional automatic meteorological stations / equipment to replace and upgrade outdated meteorological monitoring stations and improve Eswatini’s Drought Preparedness and Resilience and support operations of the Eswatini Composite Drought Index (CDI-E).
• Supply and delivery of Vantage-PRO 2 series automatic weather stations to support the Eswatini Citizen Science Network and operations of the Eswatini Composite Drought Index (CDI-E) and Improving Eswatini’s Drought Preparedness and Resilience

These are to be delivered at the NDMA Warehouse, Matsapha, National Emergency Operation Center (NEOC), Mbabane and Eswatini Meteorological Service, HQ, Mbabane, Eswatini. The expected delivery and installation period is as detailed under Section VII, Schedule of Requirements (List of Goods and Delivery Schedule).

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from: Eswatini Water Services Corporation – Procurement Specialist – procurement@ewsc.co.sz copy to patricia.magutshwa@ewsc.co.sz and inspect the Bidding document during office hours 08:30 to 16:30 at the address given below.

5. The bidding document in English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of E 500.00 (Five hundred Emalangeni) or equivalent (in a convertible currency). The method of payment will be – cash payment/presenting bank guaranteed cheque at the any Eswatini Water Services Corporations’ revenue centers upon which a receipt shall be issued. Alternative payment can be by bank transfer to Account Name– Eswatini Water Services Corporation, Bank Name – Standard Bank, Account No – 9110000596666, Branch Code – 663164, SWIFT CODE – SBIC SZ MX. Proof of payment should be sent to procurement@ewsc.co.sz and copy patricia.magutshwa@ewsc.co.sz after which the bidding document will be emailed to the prospective bidder.

6. Bids must be delivered to the address below on or before 12 noon Mbabane time on 28 June 2024. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 12:10hrs on 28 June 2024.

7. All Bids must be accompanied by a Bid Securing Declaration.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
