CONTEXT and Presentation of our operations
The NGOs ALIMA and BEFEN have jointly benefited from medical technical expertise recognized since 2009 in Niger. They work together in the areas of health and nutrition in children under five; emergency response with monitoring and management of epidemics as well as access to care for host, displaced and refugee populations.
Since August 2018, ALIMA and its local partner BEFEN have been carrying out a medico-nutritional care project to provide access to health care for host, remote and displaced populations affected by the conflict on the border with Mali and Burkina Faso , in the Tillabéri region
ALIMA is currently carrying out projects in the following regions:
• The Tillabéry Region ( Left Bank ): the sanitary districts of Abala, Ayorou and Banibangou
• Tahoua region: health districts of Tchintabaraden, Tillia and Tassara
In these two regions, ALIMA and its partner BEFEN (Women's and Children's Well-being) are carrying out RRM (Rapid Response Mechanism) projects due to the security situation. The medico-nutritional response occurs at three levels:
• Community: in Integrated Management of Childhood Illnesses (IMCI) with the mobilization of community relays and matrons, awareness raising on certain health-related problems
• Primary: through the deployment of mobile clinics and support for existing health structures (integrated health centers), ALIMA-BEFEN supports districts in SSR activities (CPN, Childbirth, CPON, etc.), curative consultations (OPD), mental health, nutrition (outpatient and hospital)
• Secondary: in support of district hospitals, particularly within the Outpatient Nutritional Recovery Centers (CRENI), maternity and pediatric services
Maradi Region: Dakoro, Guidan-Roumdji and Madarounfa health districts
A medico-nutritional response project for displaced populations in Guidan-Roumdji, Madarounfa and Dakoro at two levels of patient care in the health system and capacity building of health personnel:
• Primary: through the deployment of mobile clinics in Madarounfa and Guidan Roumdji and support for existing health structures (integrated health centers) in DAKORO
• Secondary: in support of the DAKORO district hospital, particularly within the Outpatient Nutritional Recovery Center (CRENI), and the pediatric services
• Capacity building for the integrated management of acute malnutrition through a structure for retraining health personnel from all nutritional units in the country called CRENI-École
• Zinder region: Mirriah health district
ALIMA supports the Mirriah health district in the management of acute malnutrition by introducing a simplified management protocol in 21 health areas of Mirriah
Tillabéri region right bank ( Say , Tera , Bankilaré )
Currently in progress, ALIMA, through a consortium with the NGO ACF and DICKO, is setting up a medical-nutritional, food security and protection project in Say, Terra and Bankilaré with 3 levels of patient care:

MISSION LOCATION: Niamey/Niger with frequent travel to project locations (Say, Tera; Bankilaré)
FUNCTIONAL AND HIERARCHICAL LINKS
• He/she reports to the Medical Coordinator of his/her assignment mission who is his/her hierarchical and technical manager.
• he collaborates with the project medical referent in the validation of donor data and information
• He collaborates with the support teams (logistics, HR, Grants and finances)
• He supervises the Data team of the Tillaberi right bank project.
MAIN MISSION
The Monitoring, Evaluation, Accountability and Learning Manager (MEAL) contributes to the planning, design, implementation and monitoring of activities (development of appropriate and viable evaluation, monitoring and learning systems, in accordance with procedures implemented by ALIMA) in order to ensure that projects and programs operate correctly to achieve the set objectives
MAIN ACTIVITIES
1. Monitoring and evaluation (M&E) systems
1.1 Operationalization of monitoring and evaluation systems
o Supervise the development of mission plans for evaluations, monitoring and evaluations (baseline levels, mid-term, final levels) for each project;
o Develop and oversee the implementation of appropriate data collection and analysis instruments and methodologies (e.g. survey questionnaires, focus group discussions, key informant interviews) and plans for dissemination and use of data and information;
o Provide technical support and advice and supervise data collection activities on the mission and ensure that data collection teams are organized and resourced as necessary, and that they deliver their results in accordance with mission plans in the field and to data quality standards;
o Analyze MEAL data and produce reports, fact sheets with useful statistical analyzes and presentations (graphs, tables, histograms, box plots) as needed and in a timely manner;
o Ensure the availability of reliable and verifiable data and make it available for the preparation of reports to donors and other stakeholders, as needed;
o In collaboration with the coordination and under the control of the medical coordinator, trigger the assessment(s) of needs necessary to guarantee the relevance of the proposals;
o Contribute to donor proposals and fundraising efforts (including the design of logical frameworks and formulation of SMART indicators) and reports, through analysis and interpretation of results.
1.2 Contribution to the development of techniques and systems
o Implement the country's MEAL strategy, in collaboration with the entire team in charge of the program and coordination.
o Develop a consolidated MEAL work plan covering all ongoing projects and planned evaluations of the mission in coordination with the field MEALs and with the mission program coordination team.
o Ensure that a clear MEAL framework is developed for each ongoing project based on project proposals, implementation plans and donor reporting requirements;
o Develop, measure and report qualitative and quantitative performance indicators at input, process, output, results, impact, objectives and goals for all projects -- Support effective deployment M&E collection and reporting systems to all staff and partners through training, site visits, manuals and other necessary technical support. Ensure systems are well understood and correctly implemented by staff and partners
2. Database
• Ensure the development, permanent modifications, strengthening and operation of data management at the national level;
• Support the deployment and monitoring of database management systems (DBMS) and GIS functionality to users, including implementation partners, where applicable;
• Contribute to the development of strategies to increase the use and demand for data among relevant staff and other data/information users;
• Facilitate training for non-MEAL staff on the use of project databases and database-related reporting
3. Management and support of the Meal team
o Ensure that MEAL project staff understand and are able to assume their roles and responsibilities;
o Manage MEAL staff by defining their responsibilities and monitoring their work plans and daily activities;
o Carry out regular staff assessments and monitor career management
o Contribute to the identification of MEAL training needs of MEAL unit staff,
• Technically support MEAL officers with the aim of strengthening their technical capacity, exchanging knowledge within the MEAL team and providing advice on professional development.
NB: The list of responsibilities is not exhaustive, employees may be required to perform any other task relating to this function while respecting the working hours in force.
EXPERIENCES ET COMPETENCES
• Prior experience in project management, monitoring and evaluation of at least 2 to 3 years.
• Experience in a similar position desired;
• Experience in participatory evaluations and project cycle management
• Excellent level of communication, both written and oral, in French and (English an asset)
• Higher education in Statistics, Epidemiology, Computer Engineering; project management, public health, social sciences or equivalent; Mastery of data processing software (Stata/SPSS, Epi-Info) and the Microsoft office package
• Experience in using and implementing mobile data collection tools (Kobotoolbox, SurveyCto, ODK, Tableau etc.)
• Writing, synthesis and analysis skills
• Good communication skills and ability to define priorities
• Rigor, respect for deadlines, responsiveness, strength of proposal
• Requirement for continuous quality improvement
CONDITIONS
Duration and type of contract: 6-month fixed-term contract with possibility of renewal
Taking position: ASAP
Salary: According to ALIMA salary scale + experience + per diem.
