The United States has invited Russian President Vladimir Putin to join the “Board of Peace”, a body tasked with overseeing governance and reconstruction efforts in postwar Gaza, the Kremlin confirmed on Monday.

“President Putin received an invitation through diplomatic channels to become a member of this Board of Peace,” Kremlin spokesman Dmitry Peskov told reporters, as quoted by The Moscow Times.

“At the moment, we are studying all the details of this proposal and hope to discuss its nuances with the American side,” Peskov added.

The development follows US President Donald Trump’s recent endorsement of the National Committee for the Administration of Gaza (NCAG), which the White House described as a central pillar of Phase Two of Trump’s Comprehensive Plan to End the Gaza Conflict—a 20-point framework focused on peace, reconstruction, and economic recovery.

According to the White House, the NCAG will be chaired by Dr. Ali Sha’ath, who will oversee the restoration of essential public services, rebuilding of civil institutions, and stabilization of daily life in Gaza, while laying the foundation for sustainable self-governance.

“Dr. Sha’ath brings deep experience in public administration, economic development, and international engagement, and is widely respected for his pragmatic, technocratic leadership and understanding of Gaza’s institutional realities,” the White House said in a statement.

The administration noted that the initiative aligns with United Nations Security Council Resolution 2803 (2025), which endorsed Trump’s comprehensive plan and welcomed the formation of the Board of Peace. The Board is expected to provide strategic oversight, mobilize international resources, and ensure accountability as Gaza transitions from conflict to peace and development.

To operationalize the Board’s mandate, a founding Executive Board, chaired by President Trump, has been constituted. Its members include US Secretary of State Marco Rubio, Steve Witkoff, Jared Kushner, former UK prime minister Sir Tony Blair, Marc Rowan, Ajay Banga, and Robert Gabriel.

Each Executive Board member will oversee specific portfolios covering governance capacity-building, regional engagement, reconstruction, investment mobilisation, funding mechanisms, and economic development.

President Trump has also appointed Aryeh Lightstone and Josh Gruenbaum as senior advisers responsible for the day-to-day strategy and execution of the Board’s priorities.

Former UN envoy Nickolay Mladenov, an Executive Board member, will serve as High Representative for Gaza, acting as the primary liaison between the Board of Peace and the NCAG, and coordinating governance, reconstruction, and development efforts on the ground.

On the security front, Major General Jasper Jeffers has been appointed Commander of the International Stabilization Force (ISF). He will oversee security operations, support demilitarization efforts, and facilitate the safe delivery of humanitarian aid and reconstruction materials, the White House said.
