The gig by US band Allah-Las was cancelled after the local authorities received intel from Spanish police.
The tip-off resulted in the detention of the driver of the Spanish-registered van, which was carrying gas canisters.
The vehicle was parked near The Maassilo, where the concert was due to take place and was cancelled at the last minute.
The intel came amidst tensions in Europe following a series of attacks in several countries.
At least 13 people were killed in Spain's Barcelona city last week, after a van ploughed through pedestrians.
Hours later, Spanish Police shot dead at least five terrorists to stop a second attack from taking place.
Barely 24-hours later, another attack claimed at least two lives and left six others injured in Finland.
Attacks were also reported in Germany.
However, Rotterdam's Mayor Ahmed Aboutaleb told journalist that it wasn't clear if the incident had any links with the Spanish attack.
