IOM’s Central Evaluation Division (CED) intends to hire external consultant(s) or a consulting firm to assess IOM’s strategic, institutional, and operational approach to Cash-Based Interventions (CBI) as a vital modality across IOM programmes to meet the needs and rights of people it serves. The evaluation will examine IOM’s CBI initiatives from 2019 to present, to provide insight into the evolution, performance, and achievements of IOM’s CBI efforts, highlighting also challenges and successes, as well as lessons learned. Ideal candidates should possess:

• At least 15 years of evaluation experience with UN agencies and programmes (preferably IOM) or 10 years of evaluation experience and an advanced degree in social and political sciences or related fields.
• Thematic knowledge and experience with at least five evaluations in one of the following fields: emergency and humanitarian affairs, cash-based modalities, migration and/or displacement related evaluations.
• Advanced knowledge and skills in categorization, mapping, mixed methods, and evidence synthesis.
• High proficiency in English, with knowledge of French and Spanish languages considered as asset.
