About PCI Media:
Founded in 1985 as a 501(c)3 nonprofit in New York City, PCI Media is an international NGO with over three decades of experience designing and implementing Social and Behavior Change Communications campaigns at the local, national, regional and global levels in health, social justice and environment sectors. Our headquarters and field offices (in St. Lucia, Bolivia, Peru and Mozambique) collaborate with implementers from civil society groups and funding partners from UN agencies, government and foundations. We build local communication capacity, and use mass, social, community and trans-media applications that allow for distribution of information, education and entertainment content to large audiences in many countries.
Position Summary:
USAID funded the Media Support Program from 2012 with the overall objective of a free, open, diverse and self-sustaining Mozambican media sector providing high quality information to all citizens that promote debate, accountability and development. Now USAID intends to continue this support over the next five years, with particular attention being paid to: supporting the community radio sector (hugely important in Mozambique, which has high levels of illiteracy); and strengthening urban independent media sustainability. Specific areas of support will focus on journalistic ethics and standards, gender reporting, sustainability of all independent media including community radios, improved community engagement and advocacy to improve the operating environment. This will be conducted through a Cooperative Agreement with a value of approximately $10 million.
The Chief of Party will be based in Maputo, Mozambique and will serve as the lead manager responsible for overall program implementation and quality control, including technical leadership, management of human resources, physical assets, financial oversight and communications. She/he will also be responsible for representing the program to USAID, government officials, several local partners and the media. The position is contingent on funding and final award by USAID.
Principal Duties and Responsibilities :
Leads technical design and activity implementation across all elements of project work and M&E plans
Represents PCI Media and the project to donors, partners, beneficiaries, the media and other stakeholders, ensuring strong collaboration and enhanced project results
Manages progress toward meeting project objectives, developing solutions to keep activities on track and providing overall guidance and direction, focusing technical staff on achieving agreed upon targets and long-term strategic objectives
Guides the creation of relevant project deliverables, including but not limited to, M&E plan, work plans and other technical documents and reports
Oversees all project staff. In coordination with other senior project managers, recruits, hires and trains new employees in line with USAID rules and regulations, PCI Media’s and local labor laws
Provides overall financial oversight for a $10 million budget, working closely with a Finance and Grants Director and PCI HQ finance staff
Qualifications
Strong experience in media development required. Additional experience in journalism training, community radio development or media sustainability highly preferred
10+ years of experience in a senior management/leadership position, ideally as Chief of Party or Deputy Chief of Party, with a strong reputation for developing excellent collaborative working relationships with counterparts, other INGOs and donors
A demonstrated track record of progressively responsible managerial experience implementing complex, donor-funded projects with multiple activities, preferably with experience managing a project of $5 million or more
A minimum of eight years of experience working as a manager in public or private sector media, preferably including previous experience in Africa
Graduate degree in a relevant social, technical or political subject (e.g., communications, public administration, business administration, international relations, development etc.). ? Very strong interpersonal skills and demonstrated pro-active approach to problem solving ? Excellent written and oral communications skills
Good Portuguese or very strong language skills and willingness to learn Portuguese rapidly
