1. The Republic of Sierra Leone has received financing from the African Development Bank (AfDB) towards the cost of the MRU Road Development and Transport Facilitation Programme Phase IV. The Government intends to apply part of the approved amount of this financing eligible for payments under the contract for a Social Safeguards and Gender Specialist Technical Assistant to support the Sierra Leone Roads Authority to develop and implement social and gender related activities within the project.
2. The services being sought in this procurement is for an Individual Consultant to be responsible for the implementation of social safeguards and gender aspect of the project; guiding and overseeing the preparation of safeguards instruments and management plans such as the; i) Environmental and Social Impact Assessment (ESIA), ii) Resettlement Action Plan (RAP), iii) Stakeholder Engagement Plan (SEP), and iv) Livelihood Restoration Plan (LRP) including mitigation and monitoring measures adequately addressing safeguards, environmental, health and safety risks of the road project; reviewing safeguards instruments and advising on adequacy; project implementation support, and support social and environmental capacity building in the SLRA Safeguards Department.
3. The required qualification and experience are a Master’s degree in Social Sciences/Development Studies/or related fields from a reputable university and at least 10 years relevant experience in environmental and social assessment and social safeguards, stakeholder engagement and public consultation, environmental and social monitoring.
• Experience in preparing managing two (2) similar projects in a developing country preferably in Sub-Saharan Africa in the transport sector.
• Experience in preparing and managing implementation of Environmental and Social Impact Assessment Framework (ESMF), Resettlement Action Plans (RAPs, Stakeholder Engagement Plans (SEPs), and Livelihood Restoration Plans (LRPs).
• Knowledge and experience if environmental and social safeguards policies, framework and instruments of development partners (such as the African Development Bank, European Union, United Nations, etc.) will be an advantage.
• Knowledge and experience in multicriteria assessment, stakeholder engagement and consultation, community participation with analytic skills in assessing institutional capacities and designing/reviewing practical implementation arrangements for complex projects.
• Thorough understanding of critical issues in sustainable development, international environment and development policy, climate change, gender social enhabcement measures, labor, etc.
• Computer literate in standard software such as Microsoft Officer, (Word, Excel, Access, Powerpoit, Outlook, etc.) is mandatory.
The assignment is to be performed in Freetown with frequent visit to the project area in Kailahun and will require full time input over a period of at least 24 months renewable on annual basis subject to satisfactory performance.
The Executing Agency is the Ministry of Works and Public Assets (MoWPA) and the Employer/Implementing Agency is the Sierra Leone Roads Authority (SLRA).
4. The Sierra Leone Roads Authority (SLRA) now invites eligible individual consultants to indicate their interest in providing these services. Interest Consultants must provide information on their qualifications and experience (cover letter, supporting documents referencing similar services and showing demonstrated experience in similar assignments, etc.) to undertake this assignment.
5. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy and Methodology for Bank Group Funded Operations” (BPM), dated October 2015”, which is available on the Bank’s website at http://www.afdb.org. The SLRA is under no obligation to shortlist any consultant who expresses interest.
