REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTANTS FOR TRADE FINANCE OPERATIONS)

The African Development Bank seeks expressions of interest from suitably qualified individual consultants to provide credit delivery support to the Trade Finance Division (PIFD.3) of the Financial Sector Development Department (PIFD), working on the evaluation of eligible project proposals, as well as on internal review and processing of related lending transactions. The position will be based in Centurion, South Africa.

The assignment will include but is not limited to: (i) Participation in the planning and execution of promotion and project identification missions in selected regional member countries (RMCs) in the specific sectors in which the Bank is active (ii) Participation in preliminary evaluation of project proposals to assess their feasibility for financial assistance and/or technical support by the Bank, (iii) Participation in the planning and execution of appraisal and fact-finding missions (iv) Preparation of project appraisal reports for presentation to the Bank’s various review committees (v) Participation in due diligence missions and negotiation of financial documentation, (vi) The incumbent will also be expected to prepare project completion reports (PCRs) to assess the expected versus actual attainment of program objectives, outputs and outcomes of various completed projects.

The Financial Sector Department hereby invites suitably qualified individual consultants to submit their interest in providing the services described above. The minimum educational level required will be a Masters’ degree in Business Administration/Management, Economics, Accounting, Finance or relavant discipline. The ideal candidate is expected to have at least 6 years’ relevant experience spanning structured trade and commodity finance, corporate banking, transactional corporate finance in a commercial, investment or development bank environment. Familiarity with markets in the COMESA/SADC regions and a deep understanding of the banking sector in these countries is critical. The incumbent must be proficient in MS Office suite and should be fluent in English while a working knowledge of French would be considered an asset. Interested consultants are required to provide information on their capacity and experience indicating that they are qualified to perform the services (CVs, description of similar assignments, etc.) – please see Annex I for the proposed template.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Bank’s Rules and Procedures for the Use of Corporate Consultants. The AfDB is under no obligation to shortlist any consultant who expresses interest.

This assignment will have an initial duration of 12 months (with possibility of extension of up to 24 months) and the Consultant is expected to be based in Centurion, South Africa. The commencement date is planned for April 2024.

The Consultants’ proposals shall be evaluated on the following criteria as expressed in their updated resume/proposal.

• Similar/Relevant Experience to the Assignment - 30%
• General Qualifications & Adequacy - 25%
• Educational level compared to the field of assignment -20%
• Years of experience in general - 10%
• Language proficiency in English - 10%
• Language proficiency in Portuguese – 5%
