PURPOSE:

World Renew exists to increase the capacity of communities and missional partners to engage in transformational practices that improve in sustainable ways, the well-being of people made vulnerable by circumstances of poverty, disaster, or injustice.

The Head of Humanitarian and Emergency Affairs is a senior humanitarian leader in World Renew and is responsible for providing vision, leadership, and strategic direction to World Renew’s humanitarian responses. The position will uphold World Renew’s core values and principles and will ensure World Renew’s humanitarian response both with implementing partners and those that are directly implemented are of high quality, timely and effective both in North America and globally, with a particular focus on protracted crisis impacting the most vulnerable populations and engaging neglected populations in crisis.

This senior leader position reports to the Chief Program & Impact Officer and is a member of World Renew’s Strategic Management Circle. This leader is expected to work closely with the heads of other program support streams and our regional, functional, and fundraising teams to collaborate on programmatic interventions, communications, fundraising, and advocacy work.

The Head of Humanitarian and Emergency Affairs will develop and execute strategies to position World Renew as an agency of choice when it comes to disaster response and rehabilitation, ensuring that World Renew continues to be a professional, high quality, Christian disaster response and rehabilitation organization within the context of a, bi-national and international disaster response architecture.

This new position offers an exciting opportunity to lead World Renew’s humanitarian interventions globally as laid out in World Renew’s “Imagine More” Strategy. With a global footprint and significant annual budget oversight this position will maintain relationships with our implementing partners, Country offices, Government Agencies, organisations, and associations within the Non-Governmental Organization (NGO) community. Some examples include Global Affairs Canada (GAC), Canadian Foodgrains Bank (CFGB), Integral Alliance, ACT Alliance, and other International NGOs (INGOs) and churches, to mobilize and gain additional resources that enables the agency to play a greater role in disaster response and rehabilitation around the globe.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Strategic Leadership and External Representation (30%)

• In coordination with senior leadership make decisions on programmatic commitments and responses to humanitarian crises.
• Provide vision and direction in the design and implementation of World Renew’s humanitarian work, ensuring the achievement of our Humanitarian Assistance impact goal and its contribution to World Renew’s Global Impact Goals through the implementation of high-quality Humanitarian Responses.
• Continue to develop and sponsor World Renew’s Humanitarian Strategy and Theory of Change ensuring connection and direct support for our Global Strategy.
• Ensure strategic engagement and relationship building across all of World Renew’s Programmatic, functional, and fundraising teams to enable the capacities and collaborations required to deliver multiple, complex Humanitarian Responses at any one time. This includes reinforcing a working culture in line with World Renew’s Christian values and work culture commitments.
• Create new, and nurture existing partnerships with World Renew’s Network Partners, agencies and beyond to deliver high quality responses of scale by accessing and deploying resources and working with leaders across the organisation and our sector to ensure World Renew continues to play a full role, as a leading Humanitarian Actor in our context.
• Monitor and uphold best practice humanitarian principles and program quality standards in World Renew’s Programmatic work with particular focus on the implementation of the Core Humanitarian Standard and our commitments made to the populations we serve under this framework.
• Ensure strong collaboration and strategic linkages between World Renew’s Programmatic Streams working closely with other stream leads particularly in relation to the Humanitarian Nexus to deliver strong, integrated programming in this area.
• When required represent World Renew in Key Humanitarian Networks, Working Groups and Fora and lead World Renew’s engagement with key Humanitarian, institutional and sector donors.
• Retain ownership, curation and custody of World Renew’s Humanitarian Response Protocols, Standard Operating Procedures, Policies and resources and support opportunities for cross learning across the organisation.

Management and Oversight (25%)

• Lead and manage a Global Humanitarian and Emergency Affairs team in line with World Renew’s Christian Values and Organisational Culture Commitments.
• Oversee the work of Humanitarian & Disaster Response Directors, Program Managers and support roles ensuring World Renew Staff have high morale, increased competency and opportunity for professional development, clearly established work plans and flows and a culture of continuous learning is supported among team members.
• Lead World Renew’s engagement with and membership of the Canadian Foodgrains Bank including active participation in various governance and programmatic structures and committees.
• Lead and plan regular evaluations of Humanitarian Assistance interventions ensuring learnings are incorporated in current and future responses and where necessary influence organisational strategy and policy.
• Convene and coordinate crisis response calls with relevant staff and ensure support for initial emergency response needs.
• In close Coordination with Regional Directors and Program Stream Heads work to increase support for implementing partners and Country Teams capacity to respond to Humanitarian Crises
• Carry out support and oversight visits to major responses to identify capacity support needs and advocacy priorities.
• Ensure the oversight of Humanitarian and Emergencies Data Collection, reporting and MERL and that it is harmonised with the rest of the organisation and meets the standards required by our Donors.
• Work with other stream leads and direct reports to strengthen our programmatic support systems and collaboration.

Resource Development and Mobilisation (25%)

• Ensure continued Collaboration with World Renew’s Fundraising and Marketing teams to launch timely donor appeals, engagements, and campaigns.
• In coordination with the International Disaster Response Director and Program Managers oversee the allocation and distribution of CFGB funding and equity.
• Oversee the management of financial and related resources to ensure they are used effectively to maximise impact. Review finance reports, authorisations, finance reviews and budgets in collaboration with the CPIO (Chief Program and Impact Officer,) and CFIO (Chief Finance and Investment Officer).
• Expand and strategically diversify World Renew’s Humanitarian Donor Base with a particular focus on obtaining support for World Renew responses from institutional donors.
• Ensure that all our Humanitarian Response interventions are adequately resourced.

Other Responsibilities (20%)

• Ensure that World Renew’s humanitarian work is responsive to and considers the evolving humanitarian context, using evidence informed approaches and supporting a culture of innovation, learning and agility.
• Promote accountability in alignment with World Renew’s “approaches” in our impact framework and with World Renew’s external commitments to key standards and agreements such as CHS, SPHERE, the Grand Bargain and our commitment to anti racism, inclusivity, and diversity.
• Ensure our Humanitarian Responses and initiatives utilise appropriate technological advancements.
• Stay abreast and be able to brief leadership of emerging and evolving events, trends, policies and standards in the Humanitarian sector and the implications of these for World Renew and our Partners.
• When required sit on Crisis Monitoring Committees and speak into these spaces with authority and well-founded risk analysis.

SUPERVISORY RESPONSIBILITIES:

This position is responsible for the supervisory oversight and accountability of all Humanitarian and Emergencies teams and volunteers and is responsible for ensuring team development and empowering team members to attain high performance. Specifically, this position directs staff, provides performance feedback, and oversees the performance of team members who have varying degrees of supervisory authority and administrative and programmatic responsibilities.

• Demonstrated integrity and ability to build interpersonal and inter-team trust
• A minimum of 10 years' experience leading humanitarian response design, management, and related advocacy, fundraising and coordination with demonstrated experience in humanitarian response planning, budgeting, and fiscal management.
• A Strong understanding of humanitarian work from “on site” experience including multi sectoral responses to natural disasters, conflict, and protracted crises.
• Demonstrated experience in working across multiple regions, especially those with high Humanitarian Needs like East and West Africa, Southern Europe, and the Middle East
• Demonstrated experience in leading and coordinating diverse humanitarian strategies including the Humanitarian Nexus and being able to demonstrate how humanitarian work contributes to longer-term recovery.
• Proven record of accomplishment of speedy action and coordination for at scale, high quality, and local partner led and gendered humanitarian responses.
• Demonstrated experience in upholding accountability to affected populations and the critical importance of safeguarding and gender transformative programming.
• Strong experience, with a proven record of accomplishment of funding through institutional donors and the launching of appeals.
• Experience in engaging high-level stakeholders and networking in forums in the Humanitarian System.
• Excellent verbal and written communication skills and an understanding of media engagement.
• A collaborative team player and manager with strong facilitation, negotiation, active listening, decision-making/problem-solving skills and able to develop team skills in others.
• Demonstrated ability to analyse complex environments and act with limited direction
• Ability to work effectively in fast paced and challenging environments, demonstrating resilience, adaptability, and problem-solving skills.
• Willingness to be deployed at short notice and to travel extensively (exceeding 40%) including in high-risk contexts.
• Demonstrated commitment to the success of the whole organization, not just the team
• Competence in technology including the Microsoft Environment and various Data and Program Management programs.

EDUCATION AND EXPERIENCE:

1. Master's degree in related field required
2. Other qualifications in relation to Humanitarian Assistance principles and related topics would be a significant advantage.
3. A minimum of 15 yrs. of Humanitarian Assistance experience across multiple cross-cultural contexts is required.
4. Minimum of 10 years' experience in supervision and management.

LANGUAGE SKILLS:

• Must be fluent in English and able to communicate effectively, verbally and in writing, especially report writing
• Ability to communicate in French and/or Spanish is a plus
