Position Summary

The incumbent will provide support to the Finance Department on country finance issues while reporting to the Regional Finance Officer by performing a critical role in financial management of the country office and ensure uniformity and compliance to IFDC financial policies and keep the Country Director abreast of all activities. She/he is responsible for completing, managing, coordinating and directing the country office’s work in Finance. The National Finance Officer is a managerial position that delegates accounting and finance work fully to other staff within the finance department and manages the overall process while performing the required financial / accounting aspects of the job within the country office.

Responsibilities

Main duties are:

Accounting/Finance

• Handle accounting and financial policy compliance with expenditure authorization requirements from requisitions through country office approvals to complete support document trails
• Implement financial policies in the country to guarantee operational efficiency.
• Maintain financial and accounting records and receipts for all daily transactions.
• Ensure financial records are kept up-to-date with the latest transactions and changes.
• Create and maintain a realistic cost share for office cost.
• Contribute to financial audits in the country.
• Monitor all bank deposits and payments and report to the RFO where there is any discrepancy.
• Perform periodic financial analysis to detect and resolve fraud and errors respectively.
• Ensure monthly fund request is prepared and submitted on a timely basis;
• Manage the countries Payroll and ensure staff salary and benefits are paid in a timely manner while ensuring that all legal requirements regarding employment of staff are implemented (social security, income tax, work schedule);
• Ensure that country office accountant/s and assistant accountant are given the required support and guidance in NetSuite and ensuring that the monthly accounting is closed on a timely manner.

NetSuite

• Ensure that timesheets of all staff in the country are completed on a timely manner to facilitate the end month accounting closure.
• Ensure that all transactions/request from employees are done through NetSuite before processing

Training

• Provides coaching and financial backstopping to the country accountants.
• Ensure the staff in the country understand and observe IFDC Procedures Manual.
• Conduct induction session for newly recruited staff on finance-related procedures.
• The National Finance Officer shall also ensure newly recruited as well as existing staff are trained on the use of NetSuite Employee Center;
• Support the projects in review of the partners and subgrantees financial reports ensuring compliance.
• Ensure financial integrity of the office by enforcing appropriate internal controls.
• Serve as contact point between IFDC Office in the country regarding Finance/Accounting issues.

Budget

• Support CoPs in the country in their project budget forecasting.
• Support CoPs in their budget monitoring to track spending.
• Assist with the preparation and planning projects budget in the country.
• Assist in monitoring the implementation of the budgeting as per project guidelines.

Others

• Monitor the accounting and compliance with expenditure authorization requirements from requisitions through Field Programs office approvals to complete support document trails;
• Provide support to the Country Director on other financial issues;
• Ability to manage any Country Accountant(s) that are within the office;
• Backstopping the other Country Accountants when needed.
• Perform any other duties deemed necessary and requested by the supervisors.

Job Requirements

• A minimum of master’s degree in finance, accounting.
• A minimum of 10 years’ experience in a similar role.
• In-depth knowledge of financial regulations and accounting processes.
• Outstanding analytical and time management skills.
• Strong attention to detail, most specifically Accounting and Finance detail.
• Excellent written and verbal communication skills
• Strong computer skills with experience in MS office software, accounting software experience is desired;

• Previous experience as Financial Management or any relevant experience;
• Excellent communication skills with ability to express ideas clearly, logically and effectively
• Ability to assess priorities and work on own initiative.
• Great organizational skills and attention to detail in high-level finance tasks.
• Strong sense of integrity and personal commitment to the achievement of goals.
• Advanced knowledge in accounting.

Reporting and Work Relationships

National Finance Officer will be a national position and report to the Regional Finance Officer with a matrix reporting to the Country Director by handling any and all financial / accounting aspects of the office and also helping to provide the overall financial oversight to the Finance Department.

Location

This position will be based at the IFDC Cote D’ivoire Office (Abidjan).

Benefits

Salary Clause
The salary grade for this position is BG 10. The proposed starting salary for this position is FCFA 2117,000 Gross per month.
