Background:

This position is for a mid-level position to support the technical team. The Technical Project Specialist will be primarily responsible for developing evaluation and assessment designs, methodology and framework. He/she will be responsible for writing Results Frameworks, Performance Monitoring Plans, data collection, analysis and draft reporting activities, and supporting the business development team in developing technical parts of the evaluation and assessment proposals.

Job Summary / Responsibilities:

• Support proposal drafting by contributing to program design, logframes, monitoring and evaluation plans, budget, beneficiary counting approaches, etc.
• Oversees data collection to ensure data quality standards are applied and procedures are in place, data analysis and reporting.
• Develop data collection tools and research initiatives to enhance intervention design, approaches and data gathering processes and techniques
• Lead the collection of quantitative and qualitative data, use scientific methods to ensure high quality of data, and design a reporting system.
• Provide technical support for program evaluations and surveys (review of TORs, methodologies, reports), including acting as internal evaluators.
• Ensure integration of cross-cutting themes, such as gender equity and environmental protection, in the M&E designs.
• Assists in development of impact indicators and data collection which properly represents the impact of grants.
• Analyzes data collected and synthesizes research findings into succinct reporting for use by field staff and program office.
• Work with data platforms, database, and select technologies to capture and organize data.
• Ensure that M&E resources are included in proposal development.

Qualifications

• Education: M.A. in relevant field (Evaluation, M&E, Social Sciences, Public Policy/Administration, International Relations Statistics, etc.).
• Experience: Minimum of five (6) years in international development related to M&E and program support;
• International field-level project implementation experience as well as higher level program quality assurance required, as is experience in an advisor/mentor/supervisory role.
• Expertise in quantitative and qualitative research and evaluation methods, including sampling and surveys is essential.
• Experiencing conducting data analysis using statistical software such as SPSS or R essential and ODK preferable.
• Proven track record of successful teamwork, good presentation/facilitation skills and excellent verbal and written communication skills required; training design and instruction preferred.
• Proven track record in leading M&E portion of winning proposals to different donors.
• Ability to draft reports clearly outlining findings from data analysis in a way that is useful to improving programming and operations;
• Fluency in English.

POSITION DETAILS:

This is an international position which will be based in Kabul Afghanistan

DURATION:

It will be for one year with possible of extension for another 2-3 years

SALARY:

Monthly Gross Income: from $1500 up to $2000 USD depending on the experience. The travel, accommodation, food and R&R expenses will be covered by the organization.
