1. Introduction

Interpeace, an international peacebuilding organization, and its partner in Guinea-Bissau, Voz di Paz, have jointly supported peacebuilding efforts in the country since 2007. The Guinea-Bissau programme focuses on three pillars aiming at stimulating citizenship engagement for good governance and peacebuilding, which are: i) peaceful conflict resolution, ii), rapprochement between the Defense and Security Forces and the society, and iii) the strengthening of good governance.

Broad-based participation lies at the heart of Interpeace’s approach. Firmly based on the Participatory Action Research (PAR) methodology, Interpeace and its partners engage a cross-section of stakeholders in society when designing, implementing and evaluating programmes and activities. The emphasis on participation ensures that the work of Interpeace is aligned with the local context and priorities.

Interpeace seeks to further integrate quantitative data and technology-enabled research and dialogue methods in its work. Employing available and appropriate technology-based tools enables Interpeace and partners to engage with a larger number of stakeholders, thus strengthening its participatory approach to peacebuilding.

2. Project Description

In September 2018, Interpeace and its partner Voz di Paz will launch a project aiming at strengthening mechanisms and capacities for enhanced citizenry in the justice sector in Guinea-Bissau. Turning the Black Box transparent is a 24-month project composed of three complementary streams:

i) the creation of local dialogue spaces to increase citizenship engagement in the area of local justice;
ii) the participatory development and implementation of a barometer in the 8 regions of Guinea-Bissau to assess the state of local governance of justice;
iii) based on the barometer findings, disseminate results through national radio channels and implement an advocacy strategy.

3. Services Description

In an effort to strengthen Interpeace and Voz di Paz’s capacities to deliver a participatory barometer to assess the state of local justice in Guinea-Bissau (stream 2), the external service provider shall deliver technological and methodological support and advice with the aim of integrating quantitative and technology-based research, dialogue and outreach methodologies with existing approaches. The service provider support is sequenced in three main activities, in line with the project work plan.

Activity 1: Support to barometer design

• Lead and facilitate a 5 to 6-day workshop where best practices in quantitative data and technology-enabled research, including participatory indicator design, data collection options, participatory analysis methods, are discussed and explored in order to design an adequate strategy;
• Provide specific guidance to Voz di Paz and Interpeace on the process of participatory indicator design and selection of local Civil Society Organization (CSO) representatives who will be recruited and trained to collect data for the barometer;
• Provide remote support and advice as Voz di Paz rolls out the participatory indicator design process.

Specific deliverables: Preparatory documents and relevant resources to be shared ahead of the workshop; summary document of the barometer design as agreed during the workshop.

Activity 2: Support to data collection

• Review the preliminary questionnaire produced by Voz di Paz on the base of the national consultations aimed at developing indicators for the barometer, according to the participatory design process as agreed during activity 1;
• Lead and facilitate a 5 to 6-day workshop focusing on the participatory data collection phase of the barometer, including a joint set up of required tools and processes for the data collection;
• During the workshop, lead a specific planning session for the training of CSO representatives who will collect data for the barometer, which will be led by Voz di Paz;
• Following the workshop, provide remote support as Voz di Paz tests the questionnaire on a small number of people;
• Accompany the entire data collection process, including troubleshooting problems with the chosen technology tool (if any).

Specific deliverables: Preparatory documents and relevant resources to be shared ahead of the workshop, summary document of the data collection strategy.

Activity 3: Support to data analysis

• Provide remote support with data cleaning and validation;
• Lead and facilitate a 5 to 6-day workshop where principles of quantitative analysis are introduced and tested, and capacities of analysis are strengthened;
• Following the workshop, provide remote support to the analysis process;
• Review of Voz di Paz and Interpeace’s the final report.

Specific deliverables: Preparatory documents and relevant resources to be shared ahead of the workshop; digital data-platform set-up guidance materials (if adopted); summary document of the data analysis, comments on final report.

4. Engagement Modalities

The service provider has an advisory and supportive role to Interpeace and Voz di Paz, as stated above. The service rates are established in the contract and as per prior agreement between Interpeace and the service provider. The service provider will be engaged from October 2018 to October 2019 and will provide remote and on-site support to Interpeace and Voz di Paz. The services will be delivered throughout the aforementioned period, with on-site presence during three workshops scheduled for October 2018 (activity 1), February 2019 (activity 2), and October 2019 (activity 3). These dates can vary according to the evolution of the project and the broader political situation.

5. Location

Voz di Paz’s programme team is based in Bissau, the capital of Guinea-Bissau. Interpeace’s West Africa Regional team based in Abidjan, Côte d’Ivoire, provides continuous support to the Guinea-Bissau programme on a remote basis, and is likely to accompany the programme team and service provider during the workshops. The service provider shall be prepared, as per prior agreement, to support Interpeace and Voz di Paz both remotely and on site in Bissau. Remote support is given through Skype and WhatsApp or land line telephone connection in the case of insufficient Internet connection in Bissau.
