Coordinator – Independent Observer - Mali

Summary:

Under the supervision of the Deputy Special Advisor for Mali (DSAM), the Coordinator will contribute to The Carter Center’s operations as Independent Observer (IO) of the 2015 Peace Agreement.

The Coordinator will gather detailed information on assigned aspects of the implementation of the Agreement. Building on existing expertise with Mali, sub-Saharan Africa, or the Sahel, the Coordinator will, among other duties, liaise with working-level representatives of youth, women, traditional and community authorities, the political class, and international stakeholders regarding the implementation of the 2015 Agreement; contribute to the management of information collected and the development of the IO’s reports; and plan and execute field missions related to the IO. Demonstrating a high-level of diplomatic skill, discretion, and security management, he/she must demonstrate absolute commitment to represent the Center in an impartial and independent manner. The position is full-time and based in Bamako and includes regular missions to southern, central, and northern Mali.

Minimum Qualifications:

The minimum requirements are a bachelor’s degree in a field related to the program area and five years of related experience.

Preferred Qualifications:

The preferred candidate should hold a graduate degree in a related field, including extensive experience in Mali, sub-Saharan Africa and/or the Sahel and a high-level of English and French, including written French. Experience implementing programs related to governance, election observation, or conflict mitigation is strongly preferred, as are the diplomatic skills necessary to liaise effectively with both senior officials and grassroots representatives from a variety of backgrounds.

Responsibilities:

Under the supervision of the DSAM, the Coordinator will:

As assigned, represent the Carter Center at the working level in its role as Independent Observer of the 2015 Agreement. This includes attending the meetings of the sub-committees of the Monitoring Committee of the 2015 Peace Agreement.
Hold responsibility for collating information on the implementation of the 2015 Peace Agreement, including creating and managing a ready-to-use, secure database of information collected. Establish appropriate baselines, as necessary.
Conceptualize and contribute significantly to the drafting of the reports of the IO and other documents, as necessary; draft internal reports as necessary.
Organize and ensure the engagement of the IO team with the Malian public, including youth, women, traditional and community leaders, the political class, and international stakeholders, in accordance with Articles 51, 54, and 58 of the 2015 Peace Agreement; this aspect includes following electoral issues.
Plan, execute, and participate in regular missions to southern, central and northern Mali, including missions of the Special Advisor on Mali (SAM), Deputy Special Advisor on Mali, and headquarters staff (as necessary). Also, plan and manage other missions related to the IO.
Hold primary responsibility for assisting the DSAM in regard to the management and
set-up of the IO office, including:
Ensuring compliance with security regulations both in Bamako and the field by the IO team.
Administering the Independent Observer field office in Bamako, including recruiting, hiring, and management of local staff (driver, house staff, accountant, etc.); oversight of the office rental space; management of the Center bank account; other administrative duties, as required.
Assist the SAM and DSAM in the development and execution of the public communication strategy for the Independent Observer.
Liaise with MINUSMA as the Secretariat of the Monitoring Committee of the Peace Agreement.
Liaise as necessary with counterparts in the Center’s Health Programs and the office of International Support on cross-cutting administrative or security issues or any other issue bearing on the Center’s overall reputation and image in Mali.
Liaise as necessary with the international donor community and contribute to responses to donor requests or requirements.
Other duties, as required.
