POSITION SUMMARY:

The Finance and Accounting Officer supports the Director of Finance in carrying out certain responsibilities of the Operations Department that will allow department management timely access to financial statements to perform analysis of actual vs budget variances and forecasting. This position is also responsible for ensuring OGP’s compliance with all aspects of the procurement processes and awarded contracts and outgoing grants as well as for ensuring compliance with the financial terms and conditions of grants received by OGP. The Finance and Accounting Officer will report to the Director of Finance.

Finance and Accounting Officer is an exempt position. Exempt employees are expected to work the appropriate and necessary time in order to complete key assignments and related tasks on schedule.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Finance and Accounting (50%)

• Prepare general and allocation journal entries to record transactions on a weekly basis for the month end close
• Review bank transactions on a regular basis, resolve discrepancies and reconcile bank accounts to the general ledger
• Perform monthly reconciliations of assigned general ledger accounts
• Review requests to reclassify expenses and draft correcting entries
• Assist with generating reports in the financial system
• Assist with and respond to audit requests and Form 990 preparation
• Perform other related duties as assigned

Contracts Management (30%)

• Oversee the procurement process for goods and services from initial request to final execution of the signed agreement and final close-out upon completion
• Generate all contracts and subsequent amendments using Salesforce
• Ensure that OGP contract systems/processes meet donor requirements and follow OGP procurement policy.
• In collaboration with requesting staff, conduct thorough review and analysis of scope of work and deliverables for measurability, reasonableness, completeness, and compliance with OGP policies and procedures
• Ensure that the presentation of price justification, quotes, and/or solicitation process meets requirements for fairness and transparency
• Maintain, update, and track all active contracts using Salesforce
• Develop and/or conduct training on procurement policies, procedures, and other requirements for OGP staff
• Maintain and revise preferred vendors list
• Other tasks as needed

Grants Management (20%)

• Monitor grants expenditures for compliance with donor restrictions or expectations, federal regulations and specific award terms
• Serve as internal resource for staff regarding expenditures allocated to grants.
• Ensure that expenditures align with approved budgets
• Initiate corrective actions related to financial variances from original budget
• Assist Development Officer to develop budget and narrative to support proposals
• Maintain and updates projection spreadsheets on grant expenditures
• Maintains and revises grants-related policies, procedures, and forms, including researching and documenting evolving best-practices
• Generates all outgoing grant award agreements and amendments using Salesforce
• Works with OGP grantees and staff to ensure grant making processes are followed
• Coordinates grant payments with programmatic and finance staff
• Keeps grant making records up to date in Salesforce

EDUCATION AND EXPERIENCE:

• Bachelor’s Degree or equivalent in accounting, finance, business or related field
• At least 3-5 years of intermediate to advanced finance and accounting experience, preferably with non-profit or international development organization
• Experience in procurement management including experience with 2CFR200 (Uniform Guidance).
• Experience in managing awards from DFID, the EU and IDRC is a plus
• Moderate to advanced skill in Microsoft Word and excel and/or Google Docs and Sheets
• Experience with Salesforce or other CRM database

KNOWLEDGE, SKILLS AND ABILITIES:

• Must be able to demonstrate understanding of accounting principles to include bank and general ledger account reconciliations, journal entries, and financial statements
• Strong computer skills and experience with accounting software packages preferably Intacct or Quickbook
• Extremely detail-oriented and precise
• Ability to thrive in a multi-cultural, multi-lingual international setting
• Excellent communication skills in English language (written and oral)
• Ability to problem solve and think critically and work independently and manage projects
• Ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities
• Demonstrated credibility with colleagues and stakeholders at all levels of an organization
