Field Analyst – Independent Observer – Mali

Summary:

Under the supervision of the Deputy Special Advisor for Mali (DSAM), the Field Analyst participates in the operations of the Carter Center’s Independent Observer for the 2015 Agreement for Peace and Reconciliation in Mali.

The Field Analyst gathers detailed information on specific aspects of the implementation of the Agreement. Based on existing expertise on issues pertaining to Mali, the Sahel, and Africa in general, the Field Analyst will, among other tasks, ensure liaison with operational representatives of the signatory parties of the Agreement, including through regular visits to the center and north of Mali, as well as with working levels of international partners based in Mali. S/he must demonstrate an absolute commitment to represent the Carter Center impartially and independently while demonstrating diplomacy, discretion, and professionalism. The position is full-time and based in Bamako.

Minimal Qualifications:

The minimum requirements are a bachelor’s degree (or equivalent) in a field related to the activities of the Independent Observer and five years of relevant work experience.

Ideal Qualifications:

The ideal candidate holds a university degree in a related field, is familiar with Mali and/or the Sahel and sub-Saharan Africa in general, and has a professional level of both English and French, especially writing in French. Experience in conflict mitigation and the political-economic-military analysis of conflict situations is highly valued, as are the diplomatic skills that are required to effectively liaise with officials and representatives from a variety of backgrounds. Capacity to work in a team and under pressure is also required.

Responsibilities:

Under the supervision of the DSAM, the responsibilities of the Field Analyst include the following:

A) In specific areas, ensure the liaison, at the operational level, with the Government of Mali, the Coordination of Azawad Movements (CMA), and the Platform with regard to the implementation of the 2015 Agreement for peace and reconciliation in Mali. Ensure contact with the services of international partners intervening in areas related to the Agreement.

In particular, collect information on the “defense and security” (Title III) and “reconciliation, justice, and humanitarian issues” (Title V) aspects of the Agreement.

B) Collect information on violence and conflict in the central region, including the impact on the peace process.

C) In close collaboration with the DSAM, the Office of International Support at the Carter Center, and the Coordinator, serve as “focal point” for security matters both in Bamako and in the field concerning the operations of the Independent Observer.

D) Plan and execute regular missions to central and northern Mali. Participate in and report on these missions, including the missions launched by the Special Adviser for Mali (SAM), the DSAM and headquarters staff; if necessary, participate in other missions.

E) Collect information on non-signatory armed groups and their impact on the peace process.

F) Attend designated subcommittee meetings of the Follow-up Committee (CSA, by its French acronym).

G) In collaboration with the DSAM and others, actively contribute to drafting reports of the Independent Observer; contribute to the elaboration of internal reports.

H) Help the SAM and DSAM develop and execute a public communication strategy.

I) As needed, ensure liaison with colleagues in the Health programs and the Office of International Support at the Carter Center on administrative, security, and other questions that impact the reputation and global image of the Carter Center in Mali.

J) Other tasks, as required.
