Background:
          
UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains.

Within the GPN, the Crisis Bureau guides UNDP’s corporate crisis-related strategies and vision for crisis prevention, response and recovery. The Bureau has the responsibility for support to prevention, crisis response, resilience and recovery work under the auspices of UNDP’s Strategic Plan. Crisis Bureau staff provide global strategic advice to UNDP management and technical advice to regional hubs and Country Offices; advocate for UNDP corporate messages, represent UNDP at multi-stakeholder fora, and engage in UN inter-agency coordination in specific thematic areas. As part of the Global Policy Network (GPN), the Crisis Bureau works in an integrated manner with UNDP’s Bureau for Policy and Programme Support (BPPS) ensuring that issues are fully integrated into UNDP’s development programmes.

The GPN Crisis and Fragility, Policy and Engagement team (CFPET) will serve as a one-stop-shop for partners on issues related to crisis and fragility. It will ensure coordinated UNDP engagement on crisis and fragility-related issues with key UN and external partners, facilite information sharing and policy coherence, and serve as focal point for UNDP’s contribution to UN system-wide policy processes. It will provide standing liaison function for key UN and external actors to share information and collaborate across organizations; enabling such partners a clear entry-point to UNDP.

The team will operate across four workstreams:
Inter-agency;
Strategic partnerships;
Thought leadership and;
Advisory services.
The Team leader is accountable for the following functions:
Policy advice and support to programme planning and delivery;
Policy formulation and development;
eam management;
Knowledge development and management;
Partnerships, representation, advocacy and resource mobilization.
Duties and Responsibilities:

1. Policy formulation and development:
Lead and coordinate the production of relevant analysis and guidance, in close collaboration with GPN substantive and strategic policy teams on emerging issues of global significance.
Design high quality policy initiatives and research for different contexts on key emerging policy agendas, in collaboration with relevant entities.
Oversee the quality assurance of policy services and foster policy innovation.
Ensure policy coherence within UNDP on crisis and fragility related issues, working closely with the RBx and relevant knowledge domains, as well as facilitate information sharing.
2. Policy advice and support to programme planning and delivery
Provide, in cooperation with Regional Bureaus and CB Country Support Management Team, support to countries to implement UN crisis-related policies and tools through awareness raising, advisory and implementation support (e.g. NWOW, programme criticality, RPBA/PDNA);
Coordination and/or contribution to the preparation of briefs and background documentation for relevant crisis and fragility inter-agency for a.
Leadership, advocacy and support of results-based management in the Bureau, including the definition and reporting on management performance indicators;
High-quality analysis and advice to the head of Crisis Bureau including on lessons learnt and best practices in the field of CPR;
Creation and maintenance of a network of contacts with academic and research institutions to support the analytical capacity of the GPN;
Liaise with external partners and the SDG Integrator Team to provide support to SDG implementation; SDG Accelerator labs; and MAPS missions in particular with relation to the HDP Nexus.
3. Team management: 
Set the direction for the team, including roles and responsibilities, accountability and reporting;
Promote a collaborative work culture in the team, in the spirit of the GPN, working in particular in full collaboration with the Strategic Engagement Team, the SDG integrator team, the Country Support Management Team and relevant substantive teams;
Lead and manage staff in the team in the formulation and implementation of the substantive work plan of the team and oversee staff accountability;
Ensure that the technical capacity of the policy advisors and specialists managed is optimally aligned with business needs and that team members are encouraged to seek new client opportunities and amplify the value and reputation of UNDP in the thematic area;
Encourage the team to critically assess itself against emerging trends and thinking in the profession;
Ensure that Performance Assessments are carried out according to UNDP procedures;
Establish and maintain an enabling environment for staff well-being, harmonious working relationships and team-building, by promoting consistent and constructive communication, open information sharing, and coordination among all staff;
Ensure that the work of the team is conducted in accordance with relevant business processes and that high-quality outputs are delivered on time.
4. Knowldege Development and Management:
Instill a strong culture of knowledge management and knowledge sharing in the team;
Provide substantive leadership to UNDP Communities of Practice, in particular the CoP on Governance for peaceful, just, and inclusive societies & the CoP on Crisis prevention and increased resilience;
Lead in and contribute to the promotion of information sharing and collaboration on analytical crisis and fragility work within Crisis Bureau, across UNDP, and with key partners;
Lead in and contribute to the establishment and maintenance of internal and external crisis and fragility knowledge networks, including through established corporate mechanisms and processes;
Coordination and identification of priority areas and demands for knowledge generation and strengthening of knowledge management and application to Crisis Bureau country support, including the use of innovative information management technology for Knowledge Managmernt;
Stimulate the use of innovative approaches and social media to ensure wide dissemination of positions, events, debates;
Gather and analyse information to support policy and crisis functions, including early warning and risk analysis; enable UNDP to improve preparedness, mitigate crisis risks and take early action.
5.    Partnerships, representation, advocacy and resource mobilization
Provide standing liaison function for key UN and external actors to share information and collaborate across organizations; enable such partners a clear entry-point to UNDP;
Coordination of UNDP’s inputs to the formulation, implementation, monitoring and reporting on UN policy processes, including crisis and fragility-related reports of the Secretary-General;
Support to senior managers in the GPN, Regional Bureaus and the Administrator in their representation role in relevant crisis related mechanisms, (e.g. with the UN Secretariat EC/DC; the Joint Steering Committee for Humanitarian – Development collaboration; key interagency processes such as the IASC and UNDG; OCED/INCAF; as well as global processes);
Contribute to positioning and representing UNDP in crisis-related interagency processes (e.g. IASC, UNDG, Integrated Mission Planning; Humanitarian/Development/Peace Nexus; New Way of Working; Human Rights up Front; and coordinated representation with the Regional Bureaus in Interagency Task Forces);
Support UNDP’s engagement and coordinate UNDP support to UN System level and other international processes for crisis-related analysis and assessments (e.g. UNOCC, RPBA and PDNA), including through leading the engagement on crisis management issues with relevant institutional partners, in particular the World Bank, the EU and UN system partners as well as regional presences;
Coordination of UNDP participation in, and contribution to, policy discussions on UN integrated mission planning processes and integration issues;
Focal point, within the Crisis Bureau, for collaboration with IFIs including the World Bank and the IMF. Also key focal point and where necessary serving a representation role engagement with other stratregic partnerships including with the EU, OECD.

Required Skills and Experience

Education:  
Advanced university degree (Master’s or equivalent) in social sciences, business administration or management.
Experience:
15 years of professional work experience leading teams, providing policy and programming advice and pioneering approaches in results based management, knowledge generation and dissemination to advance sustainable agenda at international level;
Demonstrated track-record of excellence in policy development and formulation in areas related to crisis and fragility;
Demonstrated knowledge and understanding of crisis and fragility policy debates and processes; international crisis and fragility architecture;
Proven experience working in different geographical areas, and development settings, including crisis and post-crisis environments.
Language Requirements:
Excellent knowledge of English, as well as writing, presentation and communication skills;
Fluency in other UN languages highly desirable.
