Overview:

Community-based monitoring offers the potential of increasing domestic oversight and advocacy for improved HIV treatment, particularly as it relates to key populations. Affected communities utilize ART services the most but usually lack the needed capacity and information to participate meaningfully in decision-making that shape treatment programs that directly impact their lives. To address the needs identified, ITPC developed a Concept Note intended to provide catalytic support to centralize and standardize treatment access data, through the creation of treatment observatories in 11 West African countries, in order to improve regional advocacy for ART access.

In 2016, ITPC received notification that the concept note to the Global Fund was successful, and has been recommended for a 3-year grant. In line with the approved project plan, ITPC will support the development of Community Treatment Observatories, empowering networks of people living with HIV to systematically collect and analyze qualitative and quantitative data on barriers to access. The goal is to increase access to treatment in 11 West African countries: Benin, Côte d’Ivoire, Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Senegal, Sierra Leone and Togo. The grant will enable ITPC to extend its community-based monitoring of HIV treatment to these eleven countries between January 2017 and December 2019.

Job Description:

ITPC is seeking a dynamic professional to serve as its Program Officer. The Program Officer forms part of the ITPC Global Fund Project Team and has the primary responsibility to support the implementation and programmatic operations of this 3-year Project. This position reports directly to the Community Treatment Monitoring Project Director (The Global Fund Project Director) based in Abidjan.

Candidates must be bilingual (English and French) and available for extensive travel from January 2018 to December 2019.

Main Job Tasks and Responsibilities

Program Management
Advance the Project thought leadership on specific issues, including engagement with regional stakeholders, attending regional and international conferences and establishment of a publication plan for journal/scholarly articles.
Research, write, develop and publish content, with input from technical program staff
Develop and manage an editorial calendar for the project, including distribution of a regular mailing list /bulletin.
Contribute to program planning and implementation (i.e. work plans, budget), Support key aspects of community-based research initiatives (both nationally and regionally focused),
including developing methodology briefs, overseeing data collection procedures, supporting preliminary data analysis and preparing documentation for publication and dissemination.
Other programmatic activities, as requested by the Global Fund Project Director.

Content Development (Communications)
Develop innovative impact products and tools that speak to and demonstrate the programmatic impact of the project’s work.
Lead documentation of project processes and outcomes.
Develop, write and distribute project materials, including press releases, issue briefs, full reports, case studies, scientific journal articles, news stories and social media content about specific projects.
Support the development of the project communication strategy, including conceptualizing, planning, creating and repackaging content to build awareness, drive engagement, and improve conversion of audiences such as strategic partners and donors, priority influencers, and prospective new donors.
Document the project through photo and video and utilize this in the project communication strategy - in collaboration with outside vendors (where necessary), grant sub-recipients (SRs), regional networks, and in-country partners.
Develop, guide and provide oversight for project branding strategies, including appropriate ITPC, partner and donor acknowledgment.
Regularly monitor analytics and report on results, recommending strategic adjustments accordingly.
Program Support
Provide overall support to the project team to carry out cost-effective and outcome-oriented day-to-day implementation of the project.
Support project staff in updating and maintaining an accurate M&E database using metrics reports from the SRs.
Support the planning and implementation of national and regional workshops.
Support the SRs and project team in the development of abstracts for major conferences including regional and International AIDS Conferences.
Assist in developing and managing consultant contracts for programmatic activities. Assist in the development of technical meeting agendas.
Collate external meeting reports from project staff and manage follow-up
Support the planning and management of work flow and liaise with finance staff to ensure the effective facilitation of meetings, trainings and workshops.
Represent the project in meetings, as requested.
Education & Experience Requirements
Minimum 3 years’ relevant experience in nonprofit, philanthropic sector or related field is required
Undergraduate degree required; Masters a plus
Advanced computer experience is required – MS Office: Word, Excel, Access, Outlook and PowerPoint, and Adobe. Excellent Excel skills (setting up templates, simple charts, graphs and statistical manipulations)
Excellent presentation skills including the use of Keynote and PowerPoint Basic financial management skills
Written and oral communications skills in both English and French (required) The ability to communicate effectively cross-disciplinarily and cross-culturally Self-starter comfortable collaborating with staff and consultants at all levels
Interest, experience, and/or academic training in HIV/AIDS, public health, human rights, international development, or related field is a plus
Ability to travel up to 30% of time
