Under the overall authority of the Director of UNESCO Kabul Office, and the Chief of Education of the UNESCO Office in Kabul, the direct supervision of the Program Manager, Adult Literacy and Non–formal Education (ALNFE), the incumbent will manage a team of national monitoring officers and provide sector-wide field monitoring support to ALNFE Programme, analyses, validates, collates and visualizes collected information to support decision making. The M&E Specialist will also support in the development of national capacities for monitoring, evaluation and research, with special attention to the interest, concern and participation of government, community, and civil society NFE stakeholders. The incumbent will also will be involved in the coordination and networking within and across the education sector as well as under inter-sectoral platforms. Within this context, the incumbent will perform the following duties:

1. Programme Implementation:

Support to ensure that information and data from the field is captured, documented, analyzed and reported in a results-based and timely manner, focusing on the achievement of the following results:

• Develop and strengthen monitoring, inspection and evaluation of procedures.
• Support the continuous monitoring, review and evaluation of projects and make field visits together with project team colleagues to conduct qualitative and quantitative checks to obtain feedback;
• Analyze evaluation results pertaining to the Projects and draft findings in consultation with the Programme Manager for dissemination;
• Coordinate the timely submission of progress reports and assist with data entry, and the preparation of charts, graphs, and progress reports;
• Support and facilitate external evaluations, advocacy and knowledge sharing fora, training programmes on importance of M&E, donor assessments and missions;
• Work closely with all programme, especially Communication and Advocacy team to prepare and present reports/papers, with a focus on maximizing the visibility of the Programme;

Programme Evaluation & Performance Monitoring:

Support to ensure all Adult Literacy and Non formal education projects/sub-components have results-based annual work plans (AWPs) with indicators, baselines and targets established at output and activity level and are fully aligned with the Results Framework and Results Monitoring Plan and facilitate and give input to external evaluations focusing on the achievement of the following results:

• Collaborate with project teams on timely preparation of project Annual Work Plans in line with UNESCO and donor guidelines;
• Develop indicators and establish baselines and targets at output and activity level for Projects;
• Conduct periodic Programme internal evaluations in line with the Results Framework and Results Monitoring Plan;
• Ensure that activities are clearly defined, including indicative activities, tasks and sub-tasks as well as deliverables for each activity to enable effective and efficient monitoring;
• Conduct capacity assessment on existing monitoring and evaluation system and suggest strategies for improving effectiveness and efficiency of the programme;
• Support the project (s) personnel with developing M&E tools and support the in their use.

Programme Reporting:

Report on project progress both qualitatively and quantitatively according to the annual work plans and log frame of various projects focusing on the achievement of the following results:

• Collaborate with project teams on the preparation of M&E plans at the field level and recommend corrective action, if any, to streamline the processes;
• Provide feedback to the Program Manager on project strategies and activities;
• Collaborate with the Programme Manager, project teams and MoE/DMoEL to ensure Programme risks logs are in place and updated and reviewed in a timely manner to identify mitigation measures that are required;
• Provide inputs, information and statistics for required quarterly, annual and other reports to adult literacy and NFE projects.
• Ensure the timely submission of required reports (monthly, quarterly, half yearly and annual reports) by project teams and implementing partners under the overall guidance of the Programme Manager ALNFE;
• Support the identification and documentation of links, synergies, lessons learnt and best practices across Projects that can be useful in the institutional learning process and increasing the results of Projects;
• Participate in annual project reviews and planning workshops and assist the program manager in preparing the relevant reports.

M&E Capacity Building:

• Ensure that the monitoring and evaluation capacities of programme staff and national partners - government and civil society - are strengthened enabling them to increasingly engage in and lead monitoring and evaluation processes
• Support national partners – government and civil societies with developing M& E framework and tools and support them in their use.
• Provide on-the job training and mentoring for relevant programme staff and Ministry of Education/Literacy Department staff.

Networking and Partnerships:

• Work with Program Manager to liaise with NGOs, Civil Society Organizations, UN agencies and other NFE partners, on matters relating to implementation of ALNFE Programme.
• Promote in house cooperation across UNESCO Education Sector and collaborate with UNESCO Headquarters, UNESCO Regional for Asia Pacific, UNESCO Institute of Lifelong Learning, as well as with other project partners, for effective coordination, planning, implementation and monitoring of “Better Education Systems for Afghanistan’s Future” project.

Resource Mobilization:

• Contribute to the design and development of new education projects in coordination with the programme team;
• Perform any other tasks assigned by the Supervisor.

Expected Results: -

• Implement all activities outlined in the project document, specifically under quality education ALNFE component, within the provided timeline.
• Prepare briefs, articles and other documentation as necessary on the project for supporting donor(s) and for internal use, based on country programme support and regional reports.
• To consolidate the information from QETA and contribute in drafting donor progress reports, annual reports, internal reports, and terminal report.

Expected time Duration of the assignment: Initial duration of 1 year with a possibility of another year extension subject to availability of resources and satisfactory performance.
