Position: South Asia Hub Impact & Accountability Officer

Location: Colombo, Sri Lanka. Must be able to travel across the South Asia region.

Employment Condition: Full-time

Start Date: January 2019

Employment Duration: 12 months based on 3-month probation at the beginning of contract, with a possibility for extension.

Compensation: Commensurate with experience

About the Network:

The Innovation for Change (I4C) network is a global network of people and organisations who want to connect, partner and learn together to find innovative approaches to overcome barriers to closing civic space and restrictions to our basic freedoms of assembly, association and speech. We are a community-led network inspired by ideas, methods, and technologies from across sectors to create solutions that drive positive social change.

Our seven connected regional hubs are growing in both physical and online spaces across Africa, Central Asia, East Asia, Latin America and the Caribbean, the Middle East and North Africa, Pacific and South Asia.

Innovation for Change South Asia Hub was co-created with thirty-five civil society representatives from thirty-two organisations representing eight countries across South Asia. The South Asia Hub provides an inclusive space to design ideas for creating an enabling environment for civil society to operate in closing spaces. The Hub pools a reservoir of diverse skills and knowledge that enable members to create linkages, exchange services and tap into the expertise of the South Asia region. In response to the increasingly restrictive environment and shrinking funding, the South Asia Hub developed trainings on innovative funding strategies including sustainability to support CSOs transition from donor-dependency to a social enterprise model and create sustainable social impact. The Hub is also focusing on creating safe spaces for its members, among them, a youth space to promote activism through artistic forms of expression that drive social change.

Responsibilities and Duties :

Maintain the designed Developmental Evaluation (DE) tool and methodology, including the evaluation/learning framework
Provide inputs in the training and responsibilities of Hub learning leads, as well as guide collaborate with them;
Capture success stories in the network and from the initiative
Modify existing training materials provided by DAI to support Hub Learning
Orient and/or coach the learning team and review work plans for Hub-level evaluation efforts, including and agreeing with Hub learning leads on a set of deliverables, as needed.
Develop activity pre/ post assessment surveys
Capture and identify where impact is significantly made
Support beta phases by building surveys and coordinating focus groups to test products and services
Engage in systematic monitoring and evaluation of our resources/ systems through a feedback loop system
Develop tools for DE and conduct or facilitate data collection, data management, analysis and feedback loops based on DE design with collaboration/coordination of the evaluation manager and Project Coordinator
Identify and interject in key learning moments to highlight emergent outcomes, analysis for decision-making, adaptations to improve program implementation;
Provide on-going desk-based quality assurance of all outputs, including reviewing periodic country outputs/reports, and final report of the evaluation;
Basic Qualifications:

Experience in data analysis and reporting
Proficiency in Database Administration, Excel, Microsoft Office and Publisher, internet research
Experience and knowledge using office equipment and technology
Runs queries from databases
Organizes and formats data and information to facilitate ease of analysis
Collaborates to analyse and synthesize data to drive decision-making
Prepares reports and communications as required
Conducts internet research for special projects as assigned
Communicates and collaborates with team members and supervisor
Demonstrates implementation of best practice principles in daily work
Tracks all activities in online system
Education:

Bachelor’s degree or higher in the social science,evaluation or related fields.
Competence:

Mature personality, with the ability to work cooperatively in a team, to work on multi-services/ activities, in a multi-cultural and demanding work environment
Possesses and applies a thorough knowledge of the job which is essential to perform the specific functions and related work.
Self-motivated, positive attitude, strategic thinking, decision making, accomplishing thorough and dependable quality of work in a timely and strategic manner.
Ability to work under pressure, multi-task, and manage deadlines, accomplishing a satisfactory volume of work.
Ability to work remotely with team members operating from other time zones.
Others:

Willingness to travel throughout the South Asia region.
