About Asian Disaster Preparedness Center

ADPC is an intergovernmental regional organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media and other key stakeholders. In addition to its headquarter in Bangkok, Thailand, ADPC currently has offices/representation in 11 additional countries.

Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientist to social scientists with experiences from all levels of engagement typically required for disaster risk reduction and climate resilience in an effective manner. ADPC is a competent regional resource center and has seven thematic departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration and Strategic Planning departments. In addition to the departments, ADPC address three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.

ADPC Strategy 2020 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights based approaches, climate change and regional cooperation.

ADPC takes various levels of actions in a close connection with the national, regional and global frameworks including; e.g. ASEAN, SAARC, MRC, 2030 Agenda for Sustainable Development, Sendai Framework for Disaster Risk Reduction 2015-2030 (SFDRR), the Paris Agreement for climate change, the New Urban Agenda, the World Humanitarian Summit, etc

ADPC Academy

The ADPC Academy is the capacity development department that hosts all of the ADPC flagship training programs and supports other training and capacity development activities by comprehensive training needs assessments (TNA), training design, delivery and evaluation. It fosters long term partnerships with national training institutions, universities, and research and development agencies to provide customized trainings and capacity development tools through face-to-face as well as e-learning modalities. The Academy aims to achieve the following;

• Provide “the state of art” of capacity enhancement and professional development services;
• Design and develop international, regional and customized national training curricular based on technically sound pedagogical & andragogical tools and state of the art communication technology applications;
• Provide training & capacity building related services (master trainers, standardized training packages, simulation & excise packages, assistance for professional development through academic courses) for improving the delivery of training & capacity building and implementation of related projects;
• Serve as the hub of disaster and climate resilience capacity building through networking with national training centers / institutes/qualified individuals;
• Develop or/and strengthen an active network of National Partner Training Institutions (NPTIs) and ADPC alumni for systematic upgrading of the capacity through delivery of refresher courses enabling them to serve as a resource at national level

Statement of Intent:

The Coordinator - DRR Capacity Development will be the integral part of the ADPC and member of the Academy Department. She/He will be assisting the Department in conducting capacity development activities including assistance in developing training modules for various training carried out by ADPC and its Academy Department.

This position is located in Bangkok, Thailand and reports to the Director, ADPC Academy.

Key Responsibilities:

• Assist in training and capacity building needs of stakeholders as highlighted in ADPC Strategy 2020 and develop effective methodology for the consistent delivery of high quality
• Assist in developing innovative pedagogical methods, comprehensive training needs assessment (TNA), training design and capacity development strategy for ADPC.
• Work closely with other thematic Departments as well as the Finance, Human Resources and Administration and Strategic Planning departments in technical, administrative and financial issues as per the Strategy, Policies and Guidelines.
• Participates in training activities and coordinate logistic arrangement.
• Assist in ADPC Academy Department’s activities related to budget and funding programme/project preparation and submissions, progress reports, financial statements, etc
• Performs all institutional development functions assigned by the Supervisor within the Strategy, Polices and Guidelines.

Qualifications:
Education

Advanced degree (bachelor’s degree or equivalent) in Science or Arts stream with areas relevant to the training and capacity building.

Work Experience

• A minimum of 2 years of substantive work experience in coordinating developmental activities, training etc.
• Work experience in adult learning and facilitating training activities is desirable.

Personal Qualities

• Creates knowledge products endorsed for wider distribution based on lessons and multi-country experience
• Uses writing skills and editorial judgment to strategically develop messages for various audiences; and delivers them by evaluating the most appropriate media channel(s) for the particular needs of the target audiences
• Ensures information is complete and accurate; follows up with others to ensure that agreements and commitments have been fulfilled.
• Works cooperatively with others, inside and outside the organization, to accomplish objectives to build and maintain mutually-beneficial partnerships, leverage information, and achieve results.
• Develops new insights into situations and applies different and novel solutions to make improvements.
• Plans and organizes work activities; manages several tasks at once.

Languages

English is the working language of ADPC. For the post advertised, fluency in English is required.
Knowledge of another language is an advantage.

Reporting Relationships

Direct Supervisor: Director, Academy

The following staff (In HQ and country office) positions may supervise the incumbent: Technical & Capacity Building Specialist, Training Curriculum Development Specialist, Training Program/Project Manager

Contract:
