Chance for Childhood is a charity working in Africa to support the most vulnerable children, often invisible from society, such as street children, disabled children, children affected by conflict and children in conflict with the law. Our vision is of a world where no child is forgotten.

Project Background Chance for Childhood in partnership with grass root organisation Passion for Community has been working in Northern Uganda to support vulnerable children at risk, including those children in conflict with the law since 2008.

In Northern Uganda the legacy of war and prolonged poverty continues to affect young people with limited education and skills, forcing them to survive in a subsistence environment with little to no prospect of gaining employment. Children caught up in the justice system in Northern Uganda currently face 4 fates: detention by the police for indefinite durations in inadequate conditions; referral to the Patongo adult prison where they are exposed to violence and abuse; being sent to Gulu remand home to face long delays to justice or escape; or immediate release with no aftercare support due to over-subscription in any of the former.

Chance for Childhood initiated Right2Change, the first community structured diversion programme to address the challenges faced by children in conflict with the law and at risk.

Right2Change is now approaching the end of its implementation period. The Programme started in 2015 and is testing an innovative structured community-based diversion approach in partnership with Northern Uganda grassroots organization Passion for Community (P4C) to build the capacity of the judiciary and empower the community to support rehabilitation of young offenders resulting in lasting positive behavior changes and reducing re-offending rates, thus it is crucial to document the project’s achievements and its potential to improve the lives of children in conflict with the Law, as well as to assess the potential for improvement in its implementation process.

Job Purpose The final evaluation shall assess the continued programme’s relevance, efficiency and effectiveness and sustainability. The evaluation is to be composed of two interlinked parts: a) assessing project’s performance and achievements vis-à-vis the project’s overall objectives and conduct impact assessment on what changes the project has created on people’s lives and b) generate lessons learnt from the implementation and develop recommendations, particularly through examination of project learning questions. Please refer to the Terms of Reference (ToR) and evaluation questions for additional information.

Person criteria Strong experience in conducting research and impact evaluations Understanding of Uganda context Knowledge of Justice 4 Children and protection programmes Good written and spoken English A commitment to Chance for Childhood’s values Strong analytical and communication skills, and evaluation experience.

The evaluator(s) will be selected based on their relevant experience and expertise, rigor of their design, availability and value for money.
