Instiglio is looking to recruit gender experts for a 5-year program supporting the Millenium Challenge Corporation for the implementation of Results-Based Financing (RBF) tools.

Project Summary:
For this RFP, the program activities would include country-level due-diligence engagements to assess/design the integration of RBF financing approaches into MCC country compacts. This work would be done during compact development (i.e. upstream) and would include
- Mapping government service delivery systems/capacity
- Stress testing of the theory of change and definition of key outcomes
- Mapping incentive alignment and designing functional metrics
- Putting in place strategic frameworks for RBF capacity building
This project would last 5 years, with estimated levels of effort for the workforce development expert depending project needs, and can be negotiated. Instiglio would be a lead contractor for this project and is looking for a variety of experts to support specific compact efforts, starting January 2019. We estimate the level of effort to vary between 5-100 days per year starting 2019, and again depending largely on whether compacts we are being asked to advise contain workforce development component in this case.

Job Requirements:
- minimum MA level education in a relevant field;
- minimum 8 years' experience advising development funders and/or government agencies in developing countries regarding the role of gender-sensitive programming/design and gender-specific targeting/tailoring of programs;
- solid experience in results-based financing approaches
