TRAINING EVALUATION CONSULTANT

TITLE: Training Evaluation Consultant
REPORTS TO: Director, Strategic Learning and Program Resources (SLPR)

1. Introduction
Episcopal Relief & Development is committed to improving families’ well-being, health, and resilience in vulnerable communities across the globe, with a focus on women and children. The organization supports community relief and development programs through long-term partnerships with in-country Anglican/Episcopal organizations, the majority in Africa. Together, the teams implement community development programs focused on assessing, learning, and improving programs as part of multi-year project cycles with our partners and promoting effective strategies for sustainable change.

Currently Episcopal Relief & Development is developing the quantitative component of its monitoring, evaluation and learning (MEL) system, which includes standardized output and outcome measurement and reporting across a primary set of eight program sectors. Several sectors, including health and early childhood development parenting, have formal training of community volunteers and/or local leaders for which knowledge/skill change is a required output.

2. Purpose of Consultancy
The main purpose of this consultancy is to develop a high-quality measurement system and tools for knowledge/skill change outputs aligned with each training curriculum. This includes pre/post tests appropriate for participants with limited formal education, with an Excel to provide guidance on the pre/post test process, conduct and score the tests, and manage the data.

3. Staff Collaboration
The evaluation consultant will report to the Director of Strategic Learning, and also work with the Program Knowledge Manager and program officers who serve as technical leads for the sectors.

 

4. Tasks and Deliverables
1. Desk review – including training curricula and draft pre/post tests
2. Develop training knowledge/skill change measurement process and general tool based on defined training outputs, and current Excel M&E Workbook use
3. Finalize pre/post tests in draft form and create tests where needed in collaboration with sector leads (five sectors and approximately 18 tests)
4. Prepare guidance on how to administer and score tests
5. Develop mini-toolkit with brief ‘how-to’ guidance and data calculation and management tables for each sector’s training

5. Terms
The consultancy is expected to run between September and December 2018 for a maximum of 30 days.

6. Qualifications
• Master’s degree in research, international development, curriculum development, or related fields.
• Experience working in nonprofit or governmental organization; international field experience in developing country preferred.
• Experience with training knowledge change assessments, participatory or experiential learning preferred.
• Minimum of 5-10 years of experience in conducting program/project evaluations in an international development context.
• Proven ability to manage complex data and processes; interpreting output and outcome data and experience with evaluations.
• Demonstrated experience and skills with quantitative measurement, and with mobile data collection preferred.
• Excellent written and spoken English, communication and interpersonal skills.
• Detail-oriented, with ability to review documents meticulously.
• Strong organizational and communication skills.
• Highly proficient in MS Word, Excel, PowerPoint, and editing and formatting.
• Ability to work effectively both independently and as part of a team.
• Knowledge of developing country context and work experience in Latin America and the Caribbean, Africa, and/or Asia preferred.
