The Implementation Director’s role:
The GRID3 programme, funded by DFID and The Bill and Melinda Gates Foundation, aims to improve the capacity of low- and middle-income governments to create, use and share high-resolution data on population distributions, administrative boundaries and other key geospatial features. The program will use new data sources and the latest statistical methods to produce high-resolution population data for use as official statistics (see below). As Implementation Director you will provide overall leadership for the successful delivery of Flowminder’s components of the GRID3 programme, including country scoping, training, communication, data product development and delivery. You will work under the leadership and support of the directors of Flowminder, WorldPop, and the GRID3 Project Board. You will engage with governments and drive the transition of cutting-edge research methods, developed by researchers at the University of Southampton, into a sustainable and replicable working process. It is anticipated that the program will be scaled up from a current focus of six countries to a large number of new countries over the next five years.
You will be a leader and decision-maker with the credibility to work across functional boundaries to ensure coherence between programme areas, product development, training, research and engagement with country governments. You will provide an effective bridge between academic research and the operational delivery of the programme.
Measures of your success will include 1) observable and sustainable uptake of data products by governments of participating countries in which the programme is delivered 2) objective and measurable improvement in the efficiency and effectiveness of programme delivery 3) measurable increase in country capacity to use new methods and data 4) increased opportunity for engagement in new countries and mobilisation of new funding for the programme and 5) development of new opportunities for engagement in partner countries that have already implemented GRID3 data methods.
Develop, update and oversee the GRID3 implementation strategy
Ensure that the project delivers the agreed benefits through ongoing internal and external project review
Link Flowminder’s GRID3 strategy into Flowminder’s overall development strategy
Provide leadership on overall country scoping, implementation and training strategies as they relate to one another and to the overall GRID3 goals
Financial monitoring and budgeting
Coordinate with principals of GRID3 partners (BMGF, DFID, UNFPA and CIESIN) to represent Flowminder/WorldPop priorities in GRID3 decision making
Represent GRID3 at high-level international stakeholder meetings with country government ministries, statistical offices, NGOs and data partners
Collaborate closely with the WorldPop Scientific Director to prioritise and support research goals
Raise additional funds for the expansion of the GRID3 project into additional countries
Act as the representative of Flowminder, and play a vital leadership role through:
Providing 'championship' for the project
Providing expertise and guidance
Acting as the link between the project, partners and external stakeholders
Decision-making as needed
Acting as chairperson and representative of GRID3 steering groups, in which Flowminder/WorldPop is a part
Identify, monitor and address risks to the project
Effectively manage change over the project.
We are looking for:
Extensive experience working with international partners with background in managing programmes funded by international donors, such as DFID and/or BMGF
Significant evidence of progressively responsible work experience successfully managing international development programmes or national government programmes
Substantial experience interfacing with academic researchers. Work experience in a multi-disciplinary, applied academic research setting is a strong plus
Project management experience (project management professional certification a plus)
Minimum of 3-5 years experience working in one or more low to middle-income countries
Postgraduate qualification or equivalent in an area relating to international development. Example areas may include Public Policy, Public Administration, International Affairs, International Development, Geography, Demographics, Social Statistics, Economics and Public Health
Demonstrated experience and excellent track record in supervising staff
Demonstrated experience managing schedules in an efficient and timely manner
Demonstrated financial management and budgeting skills
Strong analytical, management, and organisational skills, including attention to detail with an ability to work well under pressure
Excellent oral and written communication skills in English required
Ability to work effectively in a team environment and proactively work to achieve consensus on policy, project, and administrative matters
Ability to work effectively in fast-paced and rapidly changing environments
Ability to work effectively with various levels within the organisation
Preferably a good level in one or more of the major languages spoken in Sub-Saharan Africa including French, Swahili or Portuguese. Other major languages are a plus.
Ability to travel internationally
Ability to relocate to UK

In many countries around the world, basic information on the distribution and characteristics of human populations is unavailable or outdated. This lack of fundamental population data has had a significant impact on the ability of governments and organisations to plan, resource and respond to the needs of the population. Consequently, citizens are not being represented in democratic processes and governments are unable to monitor the wellbeing of their populations. The private sector is also limited in its ability to provide services and efficient programmes to support vulnerable populations.
The GRID3 programme aims to improve the capacity of low- and middle-income governments to create, use and share high-resolution data on population distributions, administrative boundaries and other key geospatial features. GRID3 works in partnership with countries to strengthen local capacity and to bring high-quality data into decision-making processes through close collaboration with national government offices. The programme uses cutting edge methods in remote sensing and statistical modelling, integrating new data types with traditional data collection methods in the field. The programme will provide new data on population distributions, characteristics and dynamics. It is anticipated that this programme will have a large-scale, long-term impact across multiple countries, with the potential to improve the lives of hundreds of millions of people.
The GRID3 programme is funded by Department for International Development (DFID) and the Bill and Melinda Gates Foundation (BMGF). Flowminder and the WorldPop Programme at the University of Southampton work in close partnership in the project to deliver the majority of the technical outputs. The United Nations Population Fund (UNFPA) and the Centre for International Earth Science Information Network (CIESIN) at Columbia University are core partners of the GRID3 programme.
The WorldPop Programme at the University of Southampton, under the leadership of the Scientific Director, provides the research underpinning the technical deliverables of the programme. Flowminder, under the leadership of the Implementation Director, focuses on the implementation and scaling of the developed research methods. Flowminder also engages with, and provides capacity building for, partnering government agencies. Flowminder and University of Southampton staff work closely together in the delivery of all aspects of the work.
